I thought many years ago all tents had to meet some standard for
flamability resistance. Is this correct? I mean a tent purchased at
Wal-mart isn't going to be less flammable than a higher end model, say
from Eureka right?

For tents and other structures intended to admit people:

In most U.S. states (except California): CPAI-84
In California: California State Fire Marshal's Title 19

Some states have additional requirements. Gore-Tex tents do not pass
this, some other WP-B laminates or coatings do. At one stage, certain
tents could be sold in one state, but not another, now it is a bit
more unified.

CPAI-84 is Canvas Products Association International-84, their 84th
standard.

Happy trails,
